MMPI for Texas Private Commissoned Security Officers
Effective January 1, 2024, HB 3424 requires:
- All original and renewing applicants for a commissioned security officer license are required to complete the Minnesota Multiphasic Personality Inventory (MMPI).
- If an individual is currently licensed as a personal protection officer and commissioned security officer, we will use the MMPI on file to satisfy the requirement to submit the MMPI when they renew the commission license.

Important: Read This Before Selecting Your MMPI Provider
The MMPI evaluation must be conducted under proper supervision to ensure its validity and meet all requirements from Pearson, the University of Minnesota Press, and Texas DPS for armed security licensing.
Unsupervised testing (fully async, self-administered, or take-home with no monitoring) is not standard, not recommended, and strongly discouraged. It risks invalid results, inaccurate scores, ethical violations (including fraud safeguards), and rejection by DPS.
For Level 3 Commissioned Security Officer or Level 4 Personal Protection Officer licenses, Texas DPS requires a defensible, supervised MMPI process under Texas Occupations Code §1702.163 (as amended). The test must be administered, scored, and interpreted by a licensed psychologist or psychiatrist to support the PSP-13 form. Unproctored testing may make the evaluation unacceptable to DPS and delay or block your license.
Dr. Shelton follows these strict standards and provides fully supervised administration in two ways:
- In-person, or
- Secure online/telepractice using two devices:
- One device for you to complete the MMPI (via Pearson’s Q-global platform)
- A second device for live audio-visual monitoring by Dr. Shelton
This allows real-time observation, identity verification, distraction-free conditions, immediate issue resolution, and results that are reliable, valid, and acceptable to DPS for your Level 3/4 license.
